Jems | Joint Electronic Monitoring System

Jems is the Joint electronic monitoring system developed by Interact for Interreg programmes in the 2021–2027 funding period. It supports the full programme and project lifecycle, from application to payments.

Co-developed with the support and knowledge of Interreg programmes, Jems is designed as a common tool to foster cooperation and harmonisation across Interreg. It responds to legal obligations under EU regulations, while offering flexibility for programmes to meet their specific needs.

Interact provides Jems free of charge through a licence agreement. Programmes can use Jems as it is or customise it further by developing plug-ins or adapting the source code. This combination of a harmonised core and optional flexibility makes Jems a unique and cost-effective solution for Interreg.

Today, more than half of all Interreg programmes use Jems. It has helped the community save millions of euros in development costs, while also offering beneficiaries a more consistent and streamlined experience across programmes.

What we are working on

The development phase of Jems was completed at the end of 2024, after nearly five years. The Jems Capitalisation Report reflects on the development process and captures key lessons learned - valuable for similar community-driven projects.

From 2025 onwards, Interact provides support and maintenance, including bug fixing, usability and stability improvements, and updates to the documentation. The first maintenance release, Jems version 13, was delivered in July 2025 (see Jems release notes).

The Jems community remains active. Programmes continue to collaborate and share plug-ins and improvements. The Jems Core Group and User Group, established during the development phase, continue to meet to reflect on experiences, exchange with the wider user community, and discuss future needs. While no new features will be developed, user feedback remains essential to guide support activities and ensure Jems stays relevant throughout the period.

Programmes using Jems are part of a community. The Jems Thematic Network is open to all interested parties and provides regular updates, discussions, and access to support. To stay up to date with Jems, request to join the Jems Network via the Interact portal.

Interact continues to host Jems User Group meetings and maintains the online Helpdesk for Interreg programmes using Jems.
